TH200C Transmission Delayed Shifting Issue

Hi All, this is my inaugural post. I have a 1982 Pontiac Trans Am. Not looking to mod it into a performance vehicle...keeping it true to its original specs: 305 V8, Turbo Hydramatic 200C, etc...just a pleasure cruiser for when I'm in town visiting my folks.

Anyways...my TH200C transmission developed a delayed shift problem. Only shifts at high RPM when the speed finally reaches 15-20mph or so. Shift happens right after slightly letting off the gas.

I have the 1982 Firebird service manual and am going through all the troubleshooting:

1) Verified correct TV cable adjustment. YES, I did drop the pan and verify there wasn't a big ol' gap between the TV lever paddle and the TV plunger. That would be too easy of a fix. Also verified the TV cable wasn't getting stuck or bound with the engine running in neutral (per the service manual).

2) Now I'm suspecting transmission governor assembly is bad? Waiting for the new replacement governor assembly to arrive this Wednesday. What comes first, the chicken or the egg? Maybe it's actually not shifting until a high RPM is reach, but rather until it finally reaches higher speed. This would indicate a governor issue.

Just can't figure out why it's shifting way too late. Transmission still in good shape. Clean fluid, no shavings, no slipping. Just very delayed shifting.

UPDATE...

I installed a new transmission governor assembly (bought off of Amazon.com). NO EFFECT. Still having delayed shifting issues and have to get this beast up to ~20mph to get it to shift into 2nd gear (have to hold it at a stead 3000rpm mind you).

I'll give it one more hail mary with some lubegard but I'm not expecting that will resolve my issue. Will look into some possible stuck ball valves or maybe even the shift solenoid.

For reference, here's the original transmission governor assembly in the TH200C transmission. Looks fine, no discernable problems. And yes it came out that clean:
