Alright, i was looking through my fuses, and i found the air pump one is blown, so i put one in and it blows again? lol Will this hurt my gas milage at all? or do i even need it?

Also, my drivers side rack and pinion bellow (boot) is sliding off the top part clostest to the motor. the guy had a zip tie on there, but its not sealing good enough cause im leaking a little bit of fluid. What could i use to seal it up?

The AIR pump only runs at startup to help the cat heat up faster. If will have no affect on anything, other than cold start emissions, if its not working. The pump rusts up and becomes hard to turn, drawing higher amps than the fuse is rated for. There was a recall on the 95 and up models for this problem (LT1's, for sure, not sure about the V6's). Pull the harness connector off the pump. Then put a new fuse in place. It should eliminate the trouble code, the SES light, and the fans from running all the time.

Not sure exactly where the bellows is that you are talking about. But the bellows (with an "s"

) is there to protect the parts from dust and dirt, not to hold any fluid. If there's fluid leaking out of it, you need to pull the bellows back and find out what component is leaking.
