There may be some differences depending on whether the car has the optional traction control. Does your car have traction control (RPO “NW9)?
 
I can understand the fascination with the LED’s, when they cause so many problems. Yes, the ABS system can be affected by the bulbs in the CHMSL. And that may affect cruise as well.
 
Online sources identify that as a traction control component. Appears the the “vacuum lines” are actually cables, and that part is a servo that actuates the throttle.


Appears to be similar to the servo used in the earlier 4th Gens (93-97). But that one sat on top of the driver side valve cover. There were two physical cable inputs - cable from the accel pedal assembly and cable from the cruise control assembly. The servo combined the two inputs, and output a single cable movement to the throttle blade quadrant.

If the car didn't have the optional traction control, both the pedal cable and the cruise control cable connected directly to the throttle blade quadrant.

If the car did have TCS + cruise control, only one cable on the throttle quadrent.
