Has anyone cut a fuel access panel in a fourth gen, if so reply with the process so I can gauge it against dropping the tank. Thanks in advance.

I'm not a fan of cutting those access holes. This compromises the integrity of the car. I not only own a 79 TA but also a 3rd gen Camaro. I replaced the fuel pump by dropping the tank. It's not as bad as everyone makes it sound. Yes it does take a some time and some patience but at least your car is completely intact.
