Guess you are going to have to follow the wires and see where they go

This is a long shot. Was that mounted in reach of the driver?  If so, is there any evidence the vehicle was used for towing?  That  device reminds me of a old electric brake control unit for a trailer.  I really can't imagine it being anything else.  Given the wheelbase of the F-body, it makes sense to me one would be installed if towing pretty much anything larger/heavier than a Jet Ski, especially in hilly/mountainous terrain and/or snowy/icy conditions.

Okay its kind of in the reach of the driver it was just hanging in the passenger footwell so it could make sense for it to be that but ill do some wire tracing and see where it ends up.
