My 95 formula has security light and won't start.

So my firebird previously had an issue with power which I resolved with a new ignition switch, but when I got the car it had no ecm. I got one off ebay flashed to the VIN but the reprogram instructions, try to crank, let it fall back to start and leave it there for 10 minutes does not make the security light go off.

The PCM (only used an ECM up through 1993) has little to do with the PASS-Key (VATS) System.  The PCM only requires a fuel enable signal from the theft deterrent module (TDM).  Here's a good guide for troubleshooting the system:
