I went to change the pcv valve as preventive maintenance and discovered that the pipe that should house the pcv valve is just a metal tube and doesnt have one. Am I missing something or looking in the wrong spot?

Looking in the wrong spot. That's the crankcase air inlet. The PCV (where the crankcase air comes back out) is in the valley pan below the intake manifold and will have a rubber hose coming off of it.
