Lou,

Air pumps that plug into the cigarette lighter socket cost maybe US$20~$40 at the auto parts shops or big-box stores.  A good one will have a pressure gauge built in, and usually a work light or hazard-flasher function.  They are not that fast, especially when filling larger tires, but I have never had one fail to do the job.  I have parked on the hole in a tire (to seal the leak), and filled the tire several times with the pump, on the trip to the tire store for a free flat repair.  I have a GM OEM mini-spare on board my Trans Am, but I have never used it: I just used the pump instead.

The CO2 deal in a one-shot, "you-better-like-it 'cause that's all you get" kind of gadget.

Cheers,

Ray
