The starter enable relay is located behind the driver side kick panel (where the hood latch release is). To access, there are two screws that hold the kick panel in place. Remove the screws, pull out the kick panel, you will see a black plastic relay with four wires going to it. This is your starter enable relay.
This is a normally open relay, by bypassing it, with wire this loop will become closed.

jumper 30 to 87 to simulate energizing the relay.

I pulled off the driver side kick plate and no relay visible. This is a 92 F body. Any other location for this start enable relay?

the relay does not look like the one pictured. it is a flat connector with 3 wires. To bypass, just use a jumper between the two larger wires.

I found mine behind some black, tarry substance inside the body kick panel area
